Abstract

In the light of the analysis of different social programs aimed at adolescents and young people in Uruguay, it is detected that the label “situation of vulnerability” obscures very dissimilar conditions of existence. A new criterion for classifying the programs is proposed, considering the profile of the adolescents and young people they serve and, consequently, how they work in relation to social integration mechanisms. It is interpreted and reflected on a kind of limitation in interventions that focus on the adolescent or the young, without being able to modify the environment in which they live, their “world of life”. The limitations of the approach are discussed and a change of paradigm is proposed, oriented to work with the communities and not centered on the “subject”.
