The International Film Festival Rotterdam (IFFR) and its fund, the Hubert Bals Fund (HBF), has been the hallmark of a set of films that marked a turning point in regional and national film production. With the aim of mapping the transnational context of the Uruguayan films benefited by this fund, the article traces a historical journey through the IFFR and the HBF and establishes which are their identity marks and how they are inserted in the network of European festivals. In addition, the financing tools that converge in the Uruguayan films that obtained the HBF are studied. This journey shows the tensions and articulations of the IFFR with the European festival circuit, the Latin American continent and Uruguayan cinema, and intends to qualify the perspective of postcolonial analysis according to which the financing strategies of the hegemonic circuits are extensions of the colonial dynamics of power.
